Of Fluency

He who can quarrel fluently implies that he has learnt that particular language accurately. It is the acid test of fluency. Then the person is an expert in that concerned language. A person may not be fluent, but in knowledge he is affluent. Conversely, a person may not be affluent but fluent while speaking. Fluency is quite a complete different thing. Thus all affluent may be fluent, but all fluent may not be affluent. Fluency is instant. Affluence is constant.
